Why filings come back
The Division of Water Rights returns a Report of Water Right Conveyance when its chain of title doesn’t start with the owner of record.
For example, the record shows a man as an individual, but the deed came from his trust.
About a third of the filings the Division returned between February and October 2026 didn’t start with the owner of record.1
1 Note: By our keyword count of the Division’s public return notes: 122 of 323 returned filings, Feb 17 – Oct 22, 2026.
